The same thing is confirmed in this Help Center article as “Final URL is the page on your website that people reach when they click your ad. It doesn’t have to be the same as your display URL, but the domains (for example, the “example.com” in “www.example.com”) must match.“. Therefore, I would recommend you to ensure that the domains of the specified URLs are the same. You may refer to the provided Help Center article for more information on tracking templates and final URLs.
With regard to your concern “Wanted to clarify if setting a tracker URL as the final URL violates any Google policy.”, please note that as per this document, it is nowhere mentioned that final URLs cannot be used as a tracking URL. Based on this, I can say that you are not getting policy errors because of this.
