Hi I am getting this error while creating test account under test manager account:
*To create new accounts, link an existing account* *This needs to be a Google Ads account that* - *has spent more than $1,000* - *has a history of policy compliance* *Once the account is linked, you'll get access to account creation within a day* *Learn more about account creation* <https://support.google.com/google-ads/answer/7456139?hl=en_US> Obviously, billing and payments is disabled in the Test Manager account. How do I proceed?
