As it is not possible to update a campaign budget type, I would recommend that you create a campaign budget using CampaignBudgetService with a budget type as FIXED_CPA. Update the campaign_budget field with the newly created campaign budget resource name, payment_mode to conversions, and bidding_strategy to target_cpa using CampaignService. Hope this helps.
