By reviewing your query, I understand that your concern is regarding Broad 
match keywords. I recommend you to check this documentation about 
KeywordMatchType which shows possible keyword match types. You can check the 
sample code that demonstrates how to create a shared list of negative broad 
match keywords and note that the keywords will be attached to the specified 
campaign.

To enable the broad match keywords for the entire campaign at the campaign 
level, I would suggest using the campaign.keyword_match_type from the campaign 
resource. As it specifies when set to BROAD to set broad matching for all 
keywords in a campaign.
