I am an employee of an advertising agency and would like to issue a 
developer token. Therefore, I issued an MCC for the advertiser on their 
behalf, but the MCC says "This violates our suspicious payments policy. ” 
It was forcibly suspended for this reason.

The questions are below.
① This MCC will not serve ads and will only be used to issue developer 
tokens, but is it necessary to set up a payment profile? (Is it possible to 
issue developer tokens while MCC is forcibly suspended?)

②What is the payment profile used for? (If ① is required)
We will not be linking client accounts to this MCC, and will only be 
issuing developer tokens.The advertising fee used for API is paid by 
another MCC/payment profile, so there is no advertising fee to be paid in 
this MCC.What is the payment profile used for payment?Would you like to use 
the payment amount when an API error occurs? I would like to know because 
this will change the payment information that I set.
