As stated in this guide, audience targeting is supported for Performance Max and Discovery campaigns. if you are using Discovery campaigns, can you try creating another AdGroup, this time set the use_audience_grouped to true upon creation of the AdGroup record. You may follow the steps in this guide for adding audience ad group criterion for Discovery campaigns. Discovery campaign uses AdGroupCriterion to target audiences. Hope this helps!
