As per provided information, I understand that you have encountered the MUTATE_NOT_ALLOWED error while using the adGroupAds:mutate method. Kindly note that the video campaigns and their ads are not mutable via the API as described in Differences from the Google Ads UI guide. You will need to find an alternative to placing these ads such as manually placing them through the UI. I will raise a request for this feature to become available in the Google Ads API. However, I cannot provide a scheduled timeline for its availability in the API. So, I would recommend you to follow our Blog Post and Release Notes for future updates.
