If you want to get the user list audience associated at the campaign level, then you can use the campaign_audience_view while ad_group_audience_view to retrieve the user list audience associated at the ad group level. Please note that those report types should include the positive or excluded user list audiences. You can include adding the campaign_criterion.negative= TRUE and ad_group_criterion.negative = TRUE in the WHERE clause of your report to determine whether the specific user list audience is positive or excluded. If the issue persists even after trying with the provided suggestion, kindly provide us with the complete updated API logs (request and response logs with request-id and request header) generated at your end to better assist you further. If you are using a client library and haven't enabled the logging yet, I would request you to enable logging for the specific client library that you are using. You can refer to the guides Java, .Net, PHP, Python, Ruby or Perl to enable logging at your end. For REST interface requests, you can enable logging via the curl command by using the -i flag.
