With regard to your concern, as per this Customer match consideration (https://developers.google.com/google-ads/api/docs/remarketing/audience-types/customer-match#customer_match_considerations) if your job includes a remove_all operation, it may run for up to 72 hours. Then, it takes 6 to 48 hours for a list to be populated with members, so you'll most likely see an "In Progress" status (on the Google Ads UI) if you upload to an audience list more frequently than once every 12 hours. However, if you encounter any discrepancy or error when implementing it, kindly provide us the un-cropped screenshots of the UI and the complete request and response logs with request ID generated in the API side. You can provide these via the Reply privately to author option. If this option is not available, then send it instead on this email address googleadsapi-supp...@google.com.
