We are trying to update conversion value rules via the API. The issue is, while the I can seemingly create, edit, and delete the rules, I cannot see the rules in the AdWords UI. Further when I create a rule manually, I am able to edit, delete or update that rule and can see my changes. It is simply that when I create a value rule, it does not show up in the UI (although I can see the rule via the API).
