1.) With regards to updating the values of the ad customizers attributes via API, you should first remove the link of the CustomizerAttribute from the level it was used, and the services mentioned here can be used to manage this step. Then, since the CustomizerAttributeService also currently does not support an UPDATE operation, you will have to REMOVE it first, then perform a CREATE operation with the updated details. Once the new CustomizerAttribute has been created with the updated values, you can then re-link this to the appropriate level as described in this guide. 2.) As for the maximum number of customizers, as per this Rules and limitations, it states here that you can have up to 40 enabled CustomizerAttribute objects in your account. If you reach this limit, you really need to remove the unused ones before creating a new one.
