LOL - No, it's not available via the API! It would be a bit of an invasion of privacy for Google to give the details of your ad accounts to your competitors.
I believe that they get their data by mass-scraping the Google search results. However, that's against both the Search and AdWords API Terms of Service so the long-term stability of their systems will be unreliable and the accuracy of their data might be questionable.
