Hello, I've heard back an answer, and unfortunately, it sounds like the system is working as intended, and your understanding is perfectly accurate. There is no bug here, and you are in an unfortunate situation that wasn't really accounted for in the system's design. I know this isn't what you wanted to hear, but at least we have a definitive answer now and you can proceed forward with one of your potential backup plans.
