Hi - Is there any update to this question ? I need to be able to download all DELETED ads from our accounts. When I try the structure report and/or the performance report to do this, no joy....any recommendations ?

We are hoping to enable the retrieval of deleted ads in the next version. Please also be aware that deleted ads cannot be "un-deleted" any longer, in the AdWords web interface or the API.
