Hi Wei, You might have created an MCC account as per the instructions in this page. Please log into that MCC account, and you will find AdWords API Center under My Account tab.
Also, http://code.google.com/apis/adwords/v2009/docs/reference/TargetingIdeaService.html provides the functionality for keyword tool, you need a developer token to make calls to this service.
