Moving forward to your concern, you may refer to this document regarding location extensions. There is a section there ( Filtering location extensions ) which mentions that the Location extensions are automatically applied to every campaign and ad group under the account by default. You can override the default behavior by applying location extensions to a specific ad group or campaign through filters. Please let us know if this works for you.
