Upon checking on my end, the criterion ID of the location belongs to one of the restricted countries / non-targetable locations mentioned on this document. I was able to replicate the scenario that you encountered on my end that this location criteria is not returned in the geo_target_constant. However, this also seems to be the reason why it is not in the geo_target_constant as the criterion ID of the location belongs to one of the restricted countries / non-targetable locations. Please see instead the document that I provided to know the corresponding location of the said ID. Let me know if you have further questions.
