Hi PPL, At a campaign level you can turn the position preference on or off. In the UI this is exposed in the settings tab under "Bidding and budget" -> Position preference. This functionality isn't yet available in the API, but we expect this functionality to be exposed in the next version of the API.
At the keyword level you can set the upper (preferred) and lower bounds of the position range and read the proxy maxCpc which is calculated for your keyword. In the UI this is exposed in the "Pos. Pref." column of the "Keywords" tab. In the API it's exposed in the positionPreferenceBids field of ManualCPCAdGroupCriterionBids.
