Hi, I was able to replicate this issue, and there seems to be a problem with the way the backend handles provinceCodes. I'll raise this issue with the core engineering team.
Right now it seems like the service is only storing the provinceName value. For now, if you populate this field when using the GeoLocationService you should be able to pass it along to the CampaignAdExtensionService and get it to show up correctly in the AdWords web interface.
