The reason that billing information is required is because using the
AdWords API is not free ( see 
http://code.google.com/apis/adwords/docs/quota.html
).  Each operation costs a certain number of API units ( see
http://code.google.com/apis/adwords/docs/developer/adwords_api_ratesheet.html
) which must be purchased. Certain custoemrs are eligible for free API
units ( see http://www.google.com/support/adwordsapi/bin/answer.py?answer=45891
), but valid billing information is still required.  Let me know if
