Hello Bram, The product team responsible for prioritizing features in the v2009 version of the API is aware of the demand for this functionality, and as we mentioned in the blog post announcing v2009, we do expect there to be Keyword Tool functionality added in to a future incremental release (http://adwordsapi.blogspot.com/2009/06/adwords-api-v2009- launch.html). Beyond that, I'm afraid I can't share any specific information about implementation dates or the like.
