OK I know this is a silly question and is probably the wrong place to post it, but can someone clarify what is meant by a "Third Part Developer"? I assume it means someone wanting to develop a program that works with adwords to then either sell or pass on to other companies? If we want to develop a program to use the Adwords API for internal use within our business only then we're not bound to the third party rules are we?
