For API charges, hopefully you'll be using reports to download the data (using getCriterion() calls gets expensive when using everyday for all keywords). You can download massive amounts of data (100k keywords easy) in each report for about 12 cents a pop. The trade off is that it's a bit more complex to schedule, download and process.
To give you some idea, we recently went through a migration where we were spending over $30k per month using the getCriterion() method to download over 5 million keywords, we reduced that down to about $300 per month.
