Hello Deniz,

 That error would also imply that you're not setting the proper
credentials in your SOAP request header. If you're going against the
Production adwords.google.com environment, please refer to

  
http://code.google.com/apis/adwords/docs/developer/index.html#adwords_api_intro_request

for instructions on setting your headers. You might get that error
message if the account you're specifying in the "email" header isn't
an MCC account that has access to the account you're specifying in the
"clientEmail" header.
