Hello, There is no indicator in AdWords reports, either retrieved via the API or via the AdWords web interface, marking the report data as final. If you search through this Google Group you'll probably find some previous discussion of this topic.
A general rule of thumb is that for a basic Keyword report of yesterday's data, you should wait until at least 5:00am or 6:00am in the local time zone for your account before requesting yesterday's data--this should give you reasonable confidence that most of the data will be populated, but the longer you wait the more likely it is that all your data will be properly post-processed and complete.
