Hello Derek, We've seen this behavior before, and an engineer attempted to resolve the issue by addressing a potential race condition specific to the Sandbox environment. However, the bug has since been reappeared both with your account and some others as well, and the bug was reopened a few weeks back. I'll ping the engineer working on the issue to make sure it hasn't fallen off his radar.
