Hello, clientCustomerId isn't meaningful for the Sandbox, so you're effectively acting in the context of the MCC account, leading to that error. Please take a look at
http://code.google.com/intl/en/apis/adwords/docs/developer/adwords_api_sandbox.html#requestheaders for information about what to use as your clientEmail header, which should take the place of the clientCustomerId.
