Hello Doug, I'm afraid that I can't comment on whether or when certain features may appear in future releases of the AdWords API.
The only interface to campaign-level exclusions are the existing get/ setCampaignNegativeCriteria() methods in the CriterionService. I do want to be clear that as those methods can be used to manage exclusions of specific Sites that are set via the web interface. But none of the other campaign-level exclusions can be managed via the AdWords API.
