Erm, now? The AdWords API v13 has been officially released, and the WSDLs and SOAP services are live.
If you're asking about when the official client library in the language of your choice will be updated to support v13 then the answer varies. We released the Ruby client library yesterday, and more are obviously to follow. Keep checking this forum or the Google Code page for the client library for updates.
