Hello Rashmi, I would think in that case there simply aren't any additionalToConsider keywords that the KeywordToolService knows about for your given keyword and language and country options.
I think the results from the AdWords API KeywordToolService are a bit closer to the results from the web tool than they used to be, but we don't offer any guarantees about that.
