I just gave this a try with the Broad, English-language keyword
"airplane" as a test, and got meaningful results for the advertiser
competition and search volume scales of the suggested keywords. For
instance:

<ns1:text>model airplane</ns1:text>
<ns1:language>en</ns1:language>
<ns1:advertiserCompetitionScale>5</
ns1:advertiserCompetitionScale>
<ns1:searchVolumeScale>2</ns1:searchVolumeScale>
</ns1:moreSpecific>
<ns1:moreSpecific>
<ns1:text>airplane tickets</ns1:text>
<ns1:language>en</ns1:language>
<ns1:advertiserCompetitionScale>5</
ns1:advertiserCompetitionScale>
<ns1:searchVolumeScale>3</ns1:searchVolumeScale>
</ns1:moreSpecific>
If you're getting 0 for your specific suggested keywords, then there
just might not be much by way of competition or significant search
volume for the suggested keywords. If you're getting 0s back for
keywords that are common enough that you're sure it's a mistake, could
pass along an example keyword?
