Hello Rick, The normal turnaround time is two weeks to get your tokens approved. There have been some points in time where it's taken longer than that on average, but my understanding is that the approval process is moving along at its expected rate nowadays.
Regardless of that, I'd strongly recommend that you do your initial development against our AdWords API Sandbox environment. All you need is a Google Account (e.g. GMail account) to use this service, and you can write and test your code without incurring any charges or worrying about affecting actual campaigns.
