I don't think you can setup replication on one server definition but have the client failover work on another server definition. And no, you can't control bandwith for replication from TSM, if you are using linux I would suggest looking into the tool called tc, for other platforms I don't know. Search for something that can do it on the OS like tc on linux, don't let the firewall do it as it will drop packets that need to be resent, it is better to limit what gets send in the first place.
