The answer is "yes". As you saw in the compatibility matrix, all clients that are included with TSM 6.3 are supported with the TSM 7.1 server. This includes the z/OS client, albeit at the 6.1 functional level. Therefore, you can use the 6.1.5 z/OS client with the TSM 7.1 server, and it will be supported.
