Also, when I had troubles with TDP exchange I found that dropping into the CLI and running the following would usually help: "Tdpexcc q exchange" That punches through most tests to determine if CAD is able to communicate wit the TDP agent etc and if you use that in conjunction with the dsmerror.log/dsierror.log and the event log you should be able to pin down the exact issue pretty quickly.
