You need to look around under patches - client. The utilities are updated whenever the format of the JBB database changes. The latest one that I'm aware of is at: ftp://public.dhe.ibm.com//storage/tivoli-storage-management/patches/client/v6r1/Windows/unsupportedjbbutilities
