As always, when pursuing an error relating to options files, do 'dsmc q opt' and 'dsmc q inclexcl' rather than look at files, so that TSM has an opportunity to point out what's wrong. It's good practice to perform those queries after making changes. (There's no guarantee that the commands will identify all problems, however.) And note in your dsm.sys that the exclude.fs statements trump the attempted Includes.
