It looks like a select from the database. To make my best guess, I would think it was going against the backup table and selecting the BACKUP_DATE, HL_NAME & LL_NAME.

The filename and data in the file seems to indicate that this command is run to output one specific dates worth of data of every file a specific node backed up.
