Thanks Jim, I'v been working with TSM and oracle support for this problem for the last 3 weeks.
It looks like our problem was with the volumes that were in the filling status. Once I set all the volumes to readonly I was able to restore files. We also use the Data Domain 880 but have TSM on Linux. We already have both are server with the same user/group id's and are mount points are also the same on both servers also. We currently are not using NDMP so I have not run into this problem, at least not yet.
