It's to make sure you don't try and backup the open *.dbf files. You want to exclude all the live database volumes, but include all the backup datafiles. So, you put the specific includes at the bottom then mass excludes at the top. Works very well, and keeps your TSM client from wasting time trying to backup db files it'll never get right anyway.
