Sometimes this means that your configuration is not quite correct. Make sure that there is a CAD and AGENT running and configured on the passive node and that the LOCALDSMAGENTNODENAME is pointing to that.
If you think it is correct, make sure that the "Microsoft Exchange Replication" windows service is "Started" and set to automatic. If all of this seems correct, open a PMR.
