I think does files has something to do with when you turn off Windows unexpected. I think Windows are deleting both files when you shuting down the server and creating both of them when you start Windows again. And if the files are existing during start up you will get a Window poping up and ask you why you did shutdown Windows in the wrong way.
But that's wait I only belive. I'm not sure.
