If I can add some... if someone is claiming to be an architect/designer, at lease he/she should have some working experience of SAN/NAS and most of the OS. You can not design by just knowing TSM or for that matter all other enterprise backup products. But TSM admin does not necessarily need to know all that to support the TSM environment.
