You register the licenses with the Register license command: "help reg lic" "help q lic" The Audit License command runs periodically and will start logging errors if you don't have enough licenses registered. It seems to me more of an honor-system utility to help you keep track of when you need to buy more licenses as opposed to IBM license enforcement.
That is, of course, until IBM decides to perform a site audit to verify your licenses.
