Are backupexec and tsm used for the same client at the same time. If so I believe that one problem, or at least is the reset of the archive bit by backupexec. I seem to remember that this would trigger a backup by tsm.
In general I believe that tsm will backup a file if the file metadata/catalog data changes. I wonder if this is also the case with the use of the subfile feature.
