Hi Mike, ISC/AC is the new Web GUI for TSM Server. To understand why it doesn't work is a long story, I'll try to explain it very short. But the reason behind why you can't convert the TSM BA/API package is because the control file in the RPM that says the package is a 32-bits version. Even for the TSM API64 package. Because how Ubuntu/Debian is working in a way that the OS don't allow 32-bits package to be install on a 64-bits OS.
How to get it work is to modify the control file and then rebuild the .deb file.
