On UNIX systems, multiple users can log in under their own non-root userids.
Options in dsm.opt are those that a non-root user can set. Those in dsm.sys are the options that only root should set. These days UNIX systems in most sites are application servers, where users don't log in to the system directly. But the function is there, for the sites that still need it.
