Try running a del vol on the volumes and see what happens. If you know there is no valid data on any of them add the discarddata=yes. That is if the label volume doesn't work. If TSM thinks the volumes are valid it will not relabel them.

In library manager/client environments, there is the occasional orphaned tape.
