The eclipse plugins are used to build your own online documentation server, so you don't have to rely on IBM's server being available.
I've been burned in the past by IBM taking systems down for maintenance at the same time I'm doing maintenance or upgrades. As a result, I've come to the attitude that documentation that is not available locally will NOT be available during critical downtimes.
