Geoff - The ANS0106E message usually indicates a missing piece in an install or upgrade operation, and is struggling to fully operate. Your posting doesn't indicate if you've sought that message on the TSM Support Page (http://www-306.ibm.com/software/sysmgmt/products/ support/IBMTivoliStorageManager.html), which has a promising Technote.
Can't help you with the RC=12 scant info supplied to the central, server point of reference. I can imagine that some of the developers feel as I do if I were one off the product developers, in having more useful and helpful information conveyed between client and server, to help the frazzled administrator with large numbers of clients.
